Russia secures ownership of Belarus gas pipelines (AP)

MOSCOW ? Russia's state-controlled natural gas company bought the remaining stake in Belarus' gas pipeline system Friday to become its sole owner in a move that strengthens Moscow's control over gas exports to the West.

Russia is the main ally and sponsor of Belarus' authoritarian President Alexander Lukashenko, but he had been reluctant to yield control over the pipeline network and other Belarusian economic assets in the past, accusing Russia of trying to erode his nation's sovereignty.

Lukashenko's stance, however, has been softened recently by a severe economic crisis that has weakened his power and made him more prone to compromise.

Russia's Gazprom already had owned 50 percent in Belarus' pipeline operator, Beltransgaz, and wanted to gain full control. It said in a statement after the signing that it agreed to pay $2.5 billion for the remaining 50 percent stake.

Russia provides about a quarter of the natural gas that Europe consumes, with 80 percent of it going through Ukraine. The rest is shipped through Belarus and Turkey.

Moscow has sought to win control of existing transit routes and build new export pipelines bypassing its neighbors in order to secure its hold on energy supplies to Europe, its main export market.

Past pricing disputes between Ukraine and Belarus have led to disruptions in energy supplies to customers in the European Union, prompting EU nations to intensify a search for alternative supply routes.

Russian Energy Minister Sergei Shmatko said after the signing Friday that the deal has brought an end to the energy wars between Russia and Belarus.

As part of the deal, Russia has also reduced the price of gas it sells to Belarus. Prime Minister Vladimir Putin said Friday that Gazprom will now charge Belarus $164 per 1,000 cubic meters of gas in the first quarter of next year, down from the $280 per 1,000 cubic meters it was paying in the third quarter of this year. The gas price for Gazprom customers in Europe hovers around $400 per 1,000 cubic meters .

"We are making a significant discount for our Belarusian friends and partners," Putin said. He added that Russia also agreed to restructure Belarus' debt for previous supplies.

The low gas price is essential for the Belarusian economy, most of which has remained in state hands. Belarus has been hit by its worst financial crisis since the 1991 fall of the Soviet Union, which has led to sharp devaluation of the national currency and triggered high inflation that has eroded public savings.

"Cheap gas and oil are like drugs for the Soviet-style Belarusian economy," said Alexander Klaskovsky, an independent analyst in the Belarusian capital, Minsk. "It's a lifebelt for Lukashenko who has driven the country into a deep crisis and 100 percent inflation."

Belarus' first post-Soviet leader, Stanislav Shushkevich, said that surrendering control of the pipelines "will mean the loss of a significant part of Belarus' sovereignty."

He described the gas deal with Belarus as part of efforts by Putin, who is all but certain to reclaim the Russian presidency in March's vote, to create a new, stronger alliance of ex-Soviet nations.

Putin, who has lamented the 1991 collapse of the Soviet Union, has recently proposed forming a "Eurasian Union" of former Soviet nations, saying the bloc could become a major global player competing for influence with the United States, the European Union and Asia.

"Putin is going to the vote with a geopolitical plan of a new empire, and he's ready to pay the devil or Lukashenko to achieve that," Shushkevich told The Associated Press.

Putin said Friday that Moscow will also provide Belarus with a $10 billion loan that will be spread over the next decade to help it pay for a nuclear power plant that will be built by Russia.

Ethiopia may join fight against Somalia militants (AP)

ADDIS ABABA ? Ethiopia said Friday it may contribute troops to the African Union force in Somalia fighting al-Qaida-affiliated insurgents.

East African leaders meeting in the Ethiopian capital of Addis Ababa requested that the nation send troops. A statement by the heads of state said they also asked Kenya to consider integrating their troops into the AU force in Somalia.

"This is the right time for Ethiopia to consider (the) request," Ethiopia's ministry of foreign affairs spokesman Dina Mufti said. "But we still haven't made a decision yet. There will definitely be a response as soon as possible."

Kenyan troops crossed the border into Somalia last month to fight al-Shabab in southern Somalia following a string of attacks on Kenyan soil. They are not yet under the AU mandate. Burundian and Ugandan troops currently make up the bulk of the AU's 9,100-strong force.

Some observers say Ethiopia's involvement in Somalia could be a propaganda coup for al-Shabab. Ethiopia's last incursion into Somalia ended in 2009 and was deeply unpopular.

Witnesses reported a convoy of Ethiopian troops had entered the Somali town of Guriel last weekend. But Dina denied the reports.

Santos: 4 slain were longest-held rebel captives

(AP) ? Colombia's president says the four security force members found slain during a military operation were the longest-held captives of the country's main rebel group.

President Juan Manuel Santos says all four were killed execution-style, three with shots to the head and one with two shots to the back.

Santos said the three police officers and a soldier whose bodies were found Saturday morning after combat in the southern state of Caqueta had been held between 12 and 13 years.

He called the killings "a crime against humanity."

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

BOGOTA, Colombia (AP) ? Four security force members held by Colombia's main rebel group were found slain Saturday, the defense minister said.

All four were killed execution-style, three with shots to the head and one with a shot to the back, Juan Carlos Pinzon told reporters in a brief appearance.

He said the bodies were found following combat in the country's south between troops and rebels.

He did not name the four or take questions, but blamed the leftist Revolutionary Armed Forces of Colombia, or FARC.

"They were cruelly murdered with coups de grace," Pinzon said. He said that chains were found with the bodies.

The FARC is known to hold about 20 security force members, some for more than 13 years, and typically binds them with chains.

It would not be the first time the FARC has slain captives when under military pressure.

In June 2007, FARC fighters killed 11 regional lawmakers they had been holding for five years, apparently under the mistaken belief they were under attack by government forces.

In 2003, FARC fighters killed 10 captives, including a former defense minister and governor, during an attempted rescue when they heard approaching military helicopters.

Latin America's last remaining rebel army, the FARC took up arms in 1964 and has suffered a series of recent setbacks including the combat death earlier this month of its leader, Alfonso Cano.

It is believed to comprise about 9,000 fighters.

Five fights that could still compete for ?Fight of the Year?

Five fights that could still compete for ?Fight of the Year?

In a week's span, MMA fans were treated to three memorable fights. Dan Henderson's decision win over Mauricio "Shogun" Rua, Michael Chandler's upset of Eddie Alvarez, and Benson Henderson's win over Clay Guida are all Fight of the Year contenders. However, the year isn't over. These five fights all have a shot at blowing the fight world's mind.

Eduardo Dantas vs. Alexis Vila at Bellator 59: Vila was seen as "just" an Olympic-medal winning wrestler until he knocked Joe Warren stiff in the quarterfinals of Bellator's bantamweight tournament. Dantas, nicknamed Dudu, made it through Ed West and after beating Wilson Reis with a flying knee. This fight has fun written all over it. Plus, Dantas is nicknamed Dudu.

Mark Hominick vs. Chan Sung Jung at UFC 140: The man who fought through a lump on his head the size of a small child is taking on "The Korean Zombie." Neither fighter knows how to quit. Add in that Hominick will be fighting close to home and that this will be his first fight since his longtime coach Shawn Tompkins passed away, and this will be a fight you won't want to miss.

Gilbert Melendez vs. Jorge Masvidal at Strikeforce: Melendez was hoping that he would get the next UFC lightweight title shot, but that was earned by Benson Henderson. Melendez will both want to take his anger out on being passed over, and show the UFC that he is worthy.

Donald Cerrone vs. Nate Diaz at UFC 141: When at lightweight, Nate Diaz's reach and grappling prowess usually give him an edge. Donald Cerrone's height, reach and jiu-jitsu can neutralize that advantage. Between the two fighters, they have 10 Fight of the Night bonuses. This bout has the chance to steal thunder from the headliner at UFC 141. Speaking of ...

Brock Lesnar vs. Alistair Overeem at UFC 141: Heavyweight bouts can be hit or miss, but this one is destined to be a hit. Overeem is finally in the UFC and has been training with Xtreme Couture to shore up his wrestling game. Lesnar will be back for the first time since losing his heavyweight title. Both can throw punches with the power of a Mack truck.

What fights are you most looking forward to as the year closes out? Tell us in the comments or on Facebook.

Comcast shows off its new 'Barcelona' HD guide upgrade

We've already gotten a large eyeful of Comcast's next-gen Xcalibur guide that's on the way next year with social networking tie ins and apps, but until that arrives, what can we hope for on the existing Scientific Atlanta, Cisco, and Motorola cable boxes? Sr. Director of Video Product Development Ted Hodgins has the answer, dropping in a link to the company's new Barcelona guide that it is already delivering to Anyroom DVR customers in Florida now, and will roll out in more markets before the end of the year. Like the upgraded guides we've seen for FiOS and TiVo, this iteration is built for HDTVs, with 16x9 graphics and far more listings information than was previously available on one screen. Other new features include the option to filter listings down to HD, premium, kids, movies, or sports content, easy jumping between days and saved searches. When we first laid eyes on another version of the software nearly four years ago we were impressed by its slick looks, but while it's still a major upgrade over the current decade-old cable box interfaces, in 2011 it takes more than a simple facelift to impress us. Hit the gallery for a few screenshots or click the source link below to meet the new guide before it rolls out in your area and see if its enough to hold you over for the time being.

China agrees to loan Venezuela $4 billion (AP)

CARACAS, Venezuela ? China has agreed to a new $4 billion loan to help Venezuela boost its oil output and will also help upgrade power plants and increase production of iron and aluminum, a Venezuelan official said Wednesday.

China has swiftly become Venezuela's biggest foreign lender in recent years, and has previously agreed to more than $32 billion in loans. President Hugo Chavez's government is repaying the loans with oil shipments.

Energy Minister Rafael Ramirez said during a meeting with Chinese officials that the new $4 billion loan agreement would be signed Wednesday. He said the purpose is to increase oil production involving Venezuelan and Chinese companies from about 100,000 barrels a day to about 330,000 barrels a day.

He said oil production involving Chinese companies should reach about 1.1 million barrels a day by 2014. That would be a big increase for Venezuela, which aims to raise its overall oil output from what it says is now roughly 3 million barrels a day to about 4 million barrels a day by 2015.

The infusion of cash from China has also provided key support as Chavez looks to boost spending ahead of next year's presidential election. Ramirez said Chinese companies are helping with upgrades to power plants. Chinese companies are also building public housing for the government, and are constructing railways.

Chinese and Venezuelan officials discussed not only plans to boost iron ore production, but also projects to expand a pier, dredge the Orinoco River and "expand our capacity of rail transport for transporting iron ore," Ramirez said at the televised meeting.

Another joint project aims to increase production of aluminum, Ramirez said.

Venezuela's oil exports to China stand at 410,000 barrels of fuel a day, up nearly 10-fold from the 45,000 barrels a day sold to China in 2005, Ramirez said.

In order to deal with increasing volumes of heavy oil from Venezuela, the two countries are moving ahead with plans to jointly build a refinery in China capable of handling up to 400,000 barrels a day, he said.

Much of the oil is to come from the vast reservoir of heavy crude in Venezuela's eastern Orinoco River basin. Ramirez said China will also be involved in developing a deep-water terminal in the eastern port town of Araya to enable increasing oil exports.

The long-term emphasis during this week's talks, Ramirez said, is "for us to supply all the oil that China needs for its development, and to obtain from China all necessary support in the transfer of technology and financing."

The oil-for-loans deals with China have drawn strong criticism from some Chavez opponents, who argue that so much debt isn't beneficial for Venezuela or for its state oil company.

Opposition lawmaker Miguel Angel Rodriguez said the loans effectively "mortgage the country." He demanded the government provide details of its deals, including the prices at which Venezuela is selling the oil to China.

Government officials have said Venezuela is reaping many benefits from its growing relationship with China.

"We don't have discounts with anyone," Ramirez said in an interview in August. "We sell at international prices."

Chronic Bowel Disease Drugs Linked to Skin Cancer Risk (HealthDay)

TUESDAY, Nov. 22 (HealthDay News) -- Some patients with inflammatory bowel disease may be at increased risk for skin cancer due to their use of immunosuppressant drugs to treat the intestinal disorder, according to the results of two new studies.

The studies, published in the November issue of the journal Gastroenterology, noted that immunosuppressants are commonly used to treat patients with irritable bowel disease, or IBD. Currently, there are no specific recommendations for skin cancer screening in IBD patients.

In one study, French researchers led by Dr. Laurent Peyrin-Biroulet, of University Hospital of Nancy, found that both past and present use of a widely used class of immunosuppressants called thiopurines significantly increased the risk of non-melanoma skin cancer in irritable bowel disease patients.

"The increased risk of skin cancer that we found in our study was observed in all patients, even before the age of 50 years. As expected, this risk increased with age. All patients with irritable bowel disease currently receiving or having previously received thiopurines should protect their skin from UV radiation and receive regular dermatologic screening, regardless of their age," Peyrin-Biroulet said in a news release from the American Gastroenterological Association.

Non-melanoma skin cancer includes basal cell carcinoma and squamous cell carcinoma, which are the most common cancers diagnosed in North America.

In the second study, Canadian researchers found that certain people with inflammatory bowel disease, such as men with a form of the disorder known as Crohn's disease, may already be at increased risk for basal cell carcinoma, and the use of thiopurines increases this risk.

"All individuals should be protecting themselves against skin cancer," lead author Dr. Harminder Singh, of the University of Manitoba, said in the news release. "But, it is especially important that physicians stress the need to be extra vigilant about skin care with their irritable bowel disease patients, especially among those exposed to immunosuppressants such as thiopurines."

However, Singh and his colleagues added that there was only a small absolute increased risk of non-melanoma skin cancer seen in the study, which may not warrant stopping treatment with thiopurines in IBD patients who need the immunosuppressants to control their disease.

AP Sources: Talks resume toward ending NBA lockout (AP)

NEW YORK ? Talks aimed at ending the NBA lockout have resumed, two people with knowledge of the situation said Wednesday, with a quick settlement necessary to start the season by Christmas.

The discussions began quietly Tuesday and are expected to continue through the Thanksgiving holiday, the people told The Associated Press on the condition of anonymity because the talks were supposed to remain confidential.

The talks between representatives of the owners and players are now centered on settling their lawsuits: The players filed an antitrust lawsuit against the league in Minnesota and the league filed a pre-emptive suit in New York, seeking to prove the lockout was legal.

Neither side commented on the talks, first reported by Yahoo Sports, though the league said in a statement it "remains in favor of a negotiated resolution" to the lockout.

The news revived the hopes of saving the Christmas slate, when the league schedules some marquee matchups to kick off its national TV package. The NBA finals rematch between Dallas and Miami was to headline three games this season

The league had wanted to open a 72-game schedule on Dec. 15, pushing the start of the playoffs and finals back a week, if players had agreed to the last offer. But players rejected the owners' most recent proposal on Nov. 14, announcing instead they were disbanding the union to pave the way to sue the league.

The plan now would be for 66 games if a resolution comes soon. The league played a 50-game schedule in 1998-99 during its last lockout, when a deal didn't come until January, so there's still hope of some games this season even if it doesn't include Christmas.

Commissioner David Stern has said it would take about 30 days from an agreement to the start of the regular season.

David Boies, one of the attorneys representing the players, has repeatedly said he hoped the league would be compelled to settle rather than risk a potentially lengthy trial that could end with players being awarded about $6 billion in damages.

Because the union disbanded, it cannot negotiate a new collective bargaining agreement, but the settlement talks could lead to that. The CBA can only be completed once the union has reformed.

When talks broke down, the sides were still divided over the division of revenues and certain changes sought by owners to curb spending by big-market teams that players felt would limit or restrict their options in free agency. Owners are insistent on a 50-50 split of basketball-related income. Union officials indicated they could be open to that, even though they were guaranteed 57 percent in the old CBA, but only if the league conceded on some of the "system" issues.

With the union no longer representing the players, it was unclear who was involved in the new round of talks. NBPA executive director Billy Hunter is officially part of the players' legal team so he's able to take part in the talks, though his participation in negotiations could strengthen the league's contention that the disclaimer strategy was a "sham" and the union hadn't really gone anywhere.

WASHINGTON (AP) ? Failure by Congress' debt-cutting supercommittee to recommend $1.2 trillion in savings by Wednesday is supposed to automatically trigger spending cuts in the same amount to accomplish that job.

But the same legislators who concocted that budgetary booby trap just four months ago could end up spending the 2012 election year and beyond battling over defusing it.

Sens. John McCain, R-Ariz., and Lindsey Graham, R-S.C., say they are writing legislation to prevent what they say would be devastating cuts to the military. House Republicans are exploring a similar move. Democrats maintain they won't let domestic programs be the sole source of savings.

In the face of those efforts, President Barack Obama has told the debt panel's co-chairmen that he "will not accept any measure that attempts to turn off the automatic cut trigger," White House spokesman Jay Carney told reporters last week. The leaders of both parties in the House and Senate have expressed similar sentiments ? seemingly making any attempt to restore the money futile.

"Yes, I would feel bound by it," House Speaker John Boehner, R-Ohio, said recently of the automatic cuts. "It was part of the agreement."

But that doesn't mean rank-and-file lawmakers won't try to block the cuts, or that viewpoints might not change if the right deal is offered ? especially in the hothouse atmosphere of next year's presidential and congressional campaign or its aftermath.

With nearly $500 billion in defense spending and an equal amount of domestic dollars at stake, plenty of lawmakers are ready to try blocking all or parts of those automatic cuts, if only to win favor from backers of programs whose funds are on the chopping block.

"I have no doubt that there will be efforts to turn it off," said Maya MacGuineas, president of the nonpartisan Committee for a Responsible Federal Budget. "Never underestimate the willingness of politicians to try to avoid making some of the hard choices."

It's unclear how successful such an effort would be. Not only would an Obama veto be tough to overcome, but pressure from the financial markets on politicians to rein in the government's huge budget shortfalls could keep lawmakers from easing the automatic reductions.

The automatic cuts, enacted in this summer's debt-limit deal between Obama and congressional Republicans, were designed to be so distasteful that they would add pressure on the supercommittee to craft a compromise.

"I would have hoped it would have been a deterrent to those who have taken an oath to Grover Norquist that defense of our country" is less important than tax cuts, House Minority Leader Nancy Pelosi, D-Calif., said Friday, in a dig at Republicans who signed a pledge from the conservative activist to not raise taxes.

But with prospects dimming for a bipartisan accord by the supercommittee on a deficit-reduction package by this week's deadline, it appears increasingly likely that members of Congress will have to live with the automatic cuts ? or "sequestration" ? that they built into the law. Little progress was made over the weekend as Democrats and Republicans traded barbs over which party was responsible for gridlock on the 12-member supercommittee.

And while lawmakers of all stripes agree that automatic, across-the-board cuts are no way to run the federal government, the threat hasn't outweighed the differences between the six Democrats and six Republicans on the deficit panel. Democrats are demanding significant tax increases in exchange for savings from expensive benefit programs, while Republicans are refusing to accept such revenue boosts.

The debt-limit agreement requires automatic cuts of $1.2 trillion if the supercommittee produces nothing or if Congress fails to approve a package of that size by Christmas.

If the debt panel produces less than $1.2 trillion in savings, automatic cuts are activated to make up the difference. So $800 billion in savings from the supercommittee would trigger $400 billion in automatic cuts.

By law, 18 percent of the automatic savings are assumed to come from interest costs the government would save from reducing the debt. If the supercommittee fails completely, out of the $1.2 trillion in automatic savings, $216 billion would be assumed interest savings.

That would leave $984 billion in automatic spending cuts. They are supposed to start in 2013 and be spread evenly over the next nine years, divided equally between defense and domestic programs. That works out to around $55 billion annually each from defense and domestic programs.

The nonpartisan Congressional Budget Office has estimated that for the Pentagon, that would mean a 10 percent cut in its $550 billion budget in 2013 ? a huge hit.

"Unless we act today, the dismantling of the greatest armed forces in history could begin tomorrow," Rep. Howard P. McKeon, R-Calif., chairman of the House Armed Services Committee, wrote supercommittee leaders on Friday in a letter warning them of the consequences of the automatic defense reductions.

Senate Minority Leader Mitch McConnell, R-Ky., has said he wants to stick with the automatic cuts but would like to reshape them so they rely less heavily on defense.

Several lawmakers talked of the possibility of easing the impact of the automatic cuts on defense in interviews on Sunday news programs.

Rep. Jeb Hensarling, R-Texas, co-chairman of the supercommittee, said he hopes the current projected split of half defense, half domestic, for the automatic spending cuts will be changed in the event no deal emerges from his panel.

"But I am committed to insuring that the American people get that deficit reduction that they were promised," he said on Fox News Sunday. "But under the law, Congress will have 13 months to do that I n a smarter, more prudent fashion."

"Maybe sequestration is our only way we will get any kind of cuts," Sen. Rand Paul, R-Ky., said on CNN's "State of the Union."

Sen. Jon Kyl, an Arizona Republican, said on NBC's "Meet the Press" he believes the Pentagon cuts would be devastating. "But we do have the opportunity, even if the committee fails, to work around the sequester so that we still have $1.2 trillion in savings over 10 years, but it's not done in the very Draconian way that Secretary Panetta is referring to."

Rep. Jim McGovern, D-Mass., said, "If they're going to try to protect defense, there'll be pushback."

On the domestic side, the law exempts Social Security, Medicaid and many veterans' benefits and low-income programs. It also limits Medicare to a 2 percent reduction.

Still, that leaves education, agriculture and the environment programs exposed to cuts of around 8 percent in 2013, CBO says. For many Democrats, those are cuts worth fighting against, especially if Republicans try protecting defense programs.

The temptation to block the automatic cuts could grow even larger right after the 2012 elections, depending on the results.

The 2001 and 2003 tax cuts enacted under President George W. Bush are scheduled to expire in January 2013. Extending them is a top GOP priority, while Democrats want to let them expire for the highest-earning Americans.

If either party wins White House and congressional control, its members could be ready to reshape both the automatic spending cuts and the tax cuts to their liking.

Spanish conservatives win general elections

Spain's opposition conservatives swept commandingly into power and into the hot seat Sunday as voters enduring a 21.5 percent jobless rate and stagnant economy dumped the Socialists ? the third time in as many weeks Europe's debt crisis has claimed a government.

As thousands of jubilant, cheering supporters waving red-and-yellow Spanish flags and blue-and-white party ones gathered outside Popular Party headquarters, their leader and future Prime Minister Mariano Rajoy thanked Spaniards for their support, then sounded a somber note of warning.

"It is no secret to anyone that we are going to rule in the most delicate circumstances Spain has faced in 30 years," he said. "For me, there will be no enemies but unemployment, the deficit, excessive debt, economic stagnation and anything else that keeps our country in these critical circumstances."

Other than promise tax cuts for small- and medium-size companies that make up more than 90 percent of all firms in Spain, the 56-year-old Rajoy has not specified how he will tackle Spain's unemployment nightmare.

Rajoy faces the towering task of restoring investor confidence and lowering Spain's soaring borrowing costs with deficit-reducing measures, while not dragging an already moribund economy into a double-dip recession. It only just climbed out of one last year that was prompted by the bursting of a real estate bubble.

With 97 percent of the votes from the election counted, the Popular Party won 186 seats compared to 154 in the last legislature. The Socialists plummeted from 169 to 110, their worst performance ever.

The PP thus won an absolute majority and resounding mandate from a deeply troubled electorate. It needed 176 votes for such a cushion in the lower chamber of Parliament, the main one.

Rajoy said he has not promised miracles and there will be none, but that the PP has shown in the past ? it ruled from 1996 to 2004 and got Spain into the euro along the way ? it gets things done. He appealed to Spaniards to join together and resurrect the economy.

"We stand before one of those crossroads that will determine the future of our country, not just in the next few years but for decades," said Rajoy, loser of the previous two elections.

Earlier, as he waited for Rajoy to speak, one supporter, David Cordero, said he was happy with the prospect of change so as to create jobs and protect social services like state-paid health care and education.

"This is what this country needs right now," he said.

The conservatives won roughly 45 percent of the votes and the Socialists took 29 percent, according to official election results. In the last elections in 2008, the latter won by about 4 points.

The new numbers show Spanish voters have shifted decidedly to the right as they confront their worst economic crisis in decades and choose new leaders to pull them out of it.

As part of that mess, the country is also at the forefront of Europe's sovereign debt crisis, with the Spanish government's borrowing costs rising last week to levels near where other eurozone countries such as Greece, Ireland and Portugal had to request huge bailouts from the European Union and the International Monetary Fund.

Besides the recent changes in which Greece and Italy replaced their governments with teams made up of technocrats, Ireland and Portugal ? which also required huge bailouts to avert default ? also saw their governments change hands.

Spanish Socialist party candidate Alfredo Perez Rubalcaba conceded defeat. Prime Minister Jose Luis Rodriguez Zapatero, whose popularity plummeted as the crisis deepened and enacted austerity measures that doomed him among supporters, did not seek a third term in office, or speak publicly Sunday night.

But Perez Rubalcaba said his party would fight to protect the welfare state from social spending cuts that Rajoy will almost certainly make to meet EU-mandated deficit reduction cuts his party has pledged to fulfill.

In the Senate, with 58 percent of the votes counted, it was 134 for the PP and 50 for the Socialists. Another few dozens seats in that chamber are not elected directly.

One surprise outside the economic realm is that a new pro-independence Basque coalition called Amaiur won seven seats and now outnumbers the region's traditionally strongest party, the moderate Basque Nationalist Party, with five.

This comes about a month after the armed Basque separatist group ETA declared an end to its armed campaign, saying it would seek independence through strictly peaceful means.

How to Prepare Your Couch and Living Room for Guests [Travel]

How to Prepare Your Couch and Living Room for GuestsIf you have guests coming in for the holidays and you don't have a spare room, the couch and the living room are generally the de facto place to put them. Even if your couch is a lumpy, uncomfortable mess, there are some tips to making the experience less terrible.

First, you want to create a space that's akin to a room. Whether it will be you, or your guests taking on the couch, you want it to feel as much like a bedroom as possible, but still be quickly changeable into a living room space. Making a room more familiar is half the battle and it might be easier to deal with an uncomfortable couch if you're comfortable with everything else.

Make the couch as much like a bed as possible: Unless you have an incredibly spectacular couch, it's probably not the most comfortable place to sleep. The first and easiest thing to do is get rid of the back cushions if you can so as much space as possible is available. Toss on some sheets, pillows, and blankets, and it's a reasonable little space to sleep on.

How to Prepare Your Couch and Living Room for GuestsPerform some minor service on your couch ahead of time: On the same note, flip the bottom cushions or mattress if it's a pullout sofa before they arrive. It might not seem like much, but it makes a big difference. When you're doing that, you can clean out all the Fritos crumbs too. If your couch is still horribly uncomfortable, it might be time to pick up some new foam. This guide from eHow walks you through the simple process of installing it. If your couch doesn't use foam, you can restuff it with cheap stuffing. The nice thing about stuffing the couch with new foam is that you'll have a better couch when your guests leave then when they arrived. Of course, if you're feeling especially crafty, you can always hack a mattress into a couch.

If it's an older, saggy couch, you can also cut out a piece of plywood the size of the bottom cushions and place it underneath to add more support. It might seem like a lot of work, but you can leave it there year round to add a little comfort all around. It's worth flipping the couch over and seeing if any of the support beams have busted and repairing those as well. Most repairs and stuffings can be done for under $50 and not only will they make your couch comfortable for your guest, they'll make your couch more comfortable in the long run.

If the problem is the opposite and the couch is too firm, you can always cut a sheet of foam mattress pad to fit the couch, or if you have enough room, stuff it inside the padding. If you have camping gear, repurpose your mats for the couch. Some people might find a sleeping bag helpful as well, since the usual association with sleeping in one is of a hard, uncomfortable surface.

Convert your end tables into a nightstand: If you don't have lamps, consider moving some to the living room. You might also want to make sure there's an outlet so they can make a charging station for their phones or gadgets. You can prepare a handy information packet for them so they can contact you, log in to your Wi-Fi network or get your complicated home theater system working.

How to Prepare Your Couch and Living Room for GuestsMake a fake wall: If your guests like at least a little privacy and your house or apartment can't offer it, you can easily make a fake wall from shower rod and a sheet or curtain. It's not going to work in every home, but if it does, it will at least provide a little bit of a barrier between your loud morning routine and their sleeping area.

Give them a place to store their things: If your guest is on the couch, that means all their stuff is in the living room, which might mean that a lot of junk is strewn about everywhere. If you have something in or near the living room that can be converted into a dresser, do it. It might be as simple as clearing off a bookshelf or cabinet, but as long as there things are off the floor, it will make the keep the area clean.

If you combine these tips for couch comfort with our previous guide to be a good host, you'll certainly win over your guests.

Thanks to everyone who sent tips in.

MLS makes changes for 2012 playoff schedule

updated 10:08 p.m. ET Nov. 20, 2011

CARSON, Calif. - Major League Soccer will have 10 playoff teams and more games between regional rivals under new competition policies in 2012.

MLS made several announcements about next season's schedule before Sunday's MLS Cup between Los Angeles and Houston.

Next year's MLS Cup will be hosted by the finalist with the most regular-season points, a long-rumored change from the league's tradition of neutral-site championship games.

After a regular season weighted for games within each conference, five teams will make the postseason from each conference. The bottom two seeds will play a knockout game to determine who takes on each conference's top seed in a two-game aggregate-goal format.

The conference finals also will be played in a two-game series, a change from this season's winner-take-all finals for an MLS Cup berth.

Chicago mayor rallies Obama support in Iowa (AP)

DES MOINES, Iowa ? Chicago Mayor Rahm Emanuel launched an ardent defense of President Barack Obama in Iowa on Saturday, telling local Democrats that in order to create security for the middle class, "we just can't cut our way to prosperity."

Obama's former chief of staff rallied about 1,300 people during the Iowa Democratic Party's largest annual fundraiser in Des Moines. Emanuel told the crowd that Republicans want to solve the nation's debt problem only through spending cuts, while Obama favors a balanced approach of cuts and tax increases.

"To create true middle-class security, we can't just cut our way to prosperity," Emanuel said. "We must out-innovate, out-educate and out-build the world."

Emanuel said Obama has made crucial, tough decisions based on his principles to help the country ? and not in an attempt to lay the groundwork for a second term in the White House. And he asked the crowd whose judgment they wanted leading the country during such a critical economic time.

"In the next four years, there will be more challenges and more crises that will determine the economic vitality of the middle class and the economic future of this country," Emanuel said. "Whose character, whose judgment do you want in that office?"

Obama has a solid history in Iowa. His surprising win in the state's precinct caucuses four years ago launched him on the road to the White House, and he easily carried the state in the 2008 general election.

Emanuel's appearance in the key early-caucus state was a chance for Democrats to grab attention from several Republican presidential candidates making their case to social conservatives across town. Emanuel used the opportunity to criticize GOP candidate Mitt Romney, even though Romney wasn't in Iowa.

The mayor cited the sharply different views that Obama and Romney had on rescuing the auto industry and propping up the nation's financial system. He argued that Obama's views have been proven right, while Romney's stance to not offer federal financial assistance would have destroyed the two key industries.

Emanuel also said Romney has flip-flopped in his political views, such as taking a more conservative stance on abortion and gun control.

"Mitt Romney says he's a man of steadiness and consistency. If that's true, then I'm a linebacker for the Chicago Bears," said the slim, 5-foot-8 1/2 mayor.

In an interview before the event, Emanuel said he was looking forward to the prospect of a lengthy, heated Republican primary race ? and the exposure it gives to the GOP candidates.

"I think a lot of people want to see it over quickly, and I don't think they're going to get that," he said.

Sounding the populist theme that Obama has been offering in recent weeks, Emanuel also said the president is focused less on the difficulty of his tasks as president and more on the struggles of the American middle class.

"He continues to help them try to get their feet back on the ground. That's the struggle he's worried about, not his struggle," Emanuel said.

Perry picks fight with Pelosi (AP)

PEARL, Miss. ? Texas Gov. Rick Perry, who's running for president, is picking a fight with House Democratic leader Nancy Pelosi, who is not. Struggling to steady his bid for the GOP nomination, Perry this week launched an outsider's campaign against Washington culture and challenged Pelosi, ousted last year from the House speakership, to debate his plan to overhaul Congress.

She declined Thursday, becoming the latest congressional Democrat to mock Perry for the 54-second debate pause that launched a thousand jokes ? some from Perry himself ? during which the Texas governor couldn't recall the third of three government agencies he wants to eliminate.

"Monday I'm going to be in Portland in the morning. I'm going to be visiting some of our labs in California in the afternoon. That's two," Pelosi told reporters. "I can't remember what the third thing is I'm going to be doing."

Very funny, Perry suggested during a stop Jackson-Evers International Airport. Then he launched into Pelosi with a stream of accusations that echoed Republican attacks on her during the 2010 elections as the face of government overreach on health care, the economy and more.

"She may have forgotten all the reasons she can't debate me on overhauling Washington, D.C., but the American people sure haven't forgotten the reasons we need to overhaul Washington," Perry said. "When you have routine insider corruption on Capitol Hill, when you have liberal opposition for freeing the economy of this country, when you have just total disrespect for family values, I would suggest to you that's the reason Nancy Pelosi is running away from having a debate with me."

He never said so explicitly, but Perry apparently was referring to a report on CBS' "60 Minutes" that looked at the investments of members of Congress, including Pelosi, House Speaker John Boehner and others, who reportedly bought stocks around the same time related legislation was being discussed. Pelosi and her husband participated in an initial public offering of Visa in 2008, buying 5,000 shares at the initial price of $44, the network reported; two days later, shares were trading at $64, CBS said.

A spokesman for Pelosi said her husband, Paul, sold a fraction of those stocks months later at the height of the financial crisis, when the price had again dropped. Those sales generated a profit of less than $5,000, said Pelosi aide Drew Hammill.

As for the debate dare, "It's unfortunate that a candidate for president is focused on debating anyone other than his primary opponents and repeating false claims," Hammill said late Thursday.

Pelosi was last year's political pinata. Republicans spent millions of dollars in the 2010 election branding Pelosi with President Barack Obama's unpopular health care overhaul ? and it worked. The message appealed to the populist tea party movement, which coalesced around the idea of a smaller, more austere government and surged on anger over the Democratic-controlled government's involvement in economic stimulus, the bailout of the auto and financial industries and the health care law.

Voters a year ago flipped control of the House from Democratic to Republican, and in January, Pelosi relinquished the gavel to now-Speaker John Boehner.

Tea party groups instrumental in those midterm elections are gearing up for the 2012 presidential race ? but this time, they're holding Boehner accountable. Pelosi, after all, has been vanquished, one leader of the movement said.

"People still have a very strong opinions about her, but I don't really hear people on the ground talking about her very much," said Jenny-Beth Martin, co-founder of a coalition of groups called Tea Party Patriots, who's most recently visited Ohio and Florida, two states both parties have a good chance of winning. "Her power has been diminished. People are more focused on Speaker Boehner and what the Republican House leadership is doing now."

But, she noted, people do associate Pelosi strongly with the health care overhaul. The Supreme Court is expected to hear arguments over the new law in the spring ? right at the height of the presidential and congressional election year.

Perry charged ahead at Pelosi Thursday, even though a number of Republicans have also been accused of using information they gained by virtue of their office to trade investments.

"If you and I did that, we would be engaged in criminal activity," Perry said. He challenged Pelosi to turn over her financial records to the Securities and Exchange Commission or a special prosecutor to be examined for evidence of misconduct.

Members of Congress are required by law to make public their financial records every year.

The longtime Texas governor was investigated by the SEC himself in 1996 for a transaction where he bought 2,800 shares in Kinetic Concepts Inc., a company mostly owned by James Leininger, a big donor to Perry and other Texas Republicans. Perry went on to sell 8,000 shares a month later, making $38,000. He was accused of taking a stock tip from Leininger.

"The SEC looked at that and there wasn't anything to it," Perry said Thursday.
