That's not weird, that's a Florida election

I told a friend the goofy new Will Ferrell-Zach Galifianakis comedy, "The Campaign," is hilarious ? although it could never happen in real life.

"And you've been watching Florida politics for how long?" he shot back.

We like farce. Long before the Republican National Convention previewed Clint Eastwood's one-man show, "A Fist Full of Crazy," Florida rewarded the odd and unexpected at the polls.

What other state's first territorial governor was Andrew Jackson, who hated the place? Where else was the state song written by Stephen Foster, who never saw the Suwannee River he so rhapsodized with racist minstrel lyrics? Does any other state's demographics range from baja Alabama, where people vote Republican and call themselves "Yellow Dog Democrats," to The Villages, where golf-cart trails lead to a gaslight-era town square where, every other year, Republican candidates reassure rich retirees how tough they've got it?

What other state could produce a Miami ? the de-facto sixth borough of New York and northern province of Cuba?

Name me one other state where a liberal, a conservative and a moderate can walk into a bar and the bartender asks: "What'll it be, Gov. Crist?"

On what other hurricane-alley peninsula do people hunker down on the coasts, then demand elected leaders keep property insurance premiums low?

Has any other state ever cast 5,963,110 ballots for president, only to have the White House decided by 537 of them? The morning after the 2000 election, when five states were too close to call and Al Gore needed all to win, didn't you just know it would come down to the state where George Bush's brother was governor? And where the secretary of state, who interpreted the rules for the recount, was honorary co-chair of the Bush campaign?

Oh, sure, Minnesota once elected a pro wrestler with a feather boa and a fake name as its governor, and now has a former Saturday Night Live comic for a U.S. Senator. New York had a governor resign for patronizing a high-priced hooker, and South Carolina had a guy who gave new meaning to "hiking on the Appalachian Trail," when he was visiting his mistress in Brazil.

But no state can match Florida for sustained, lifetime-achievement, bipartisan weirdness.

Take Mark Foley in 2006, for instance. A conservative Republican congressman in a safe district, Foley resigned amid disclosure of instant messages he sent teen-aged House pages. State Republicans hastily nominated then-state Rep. Joe Negron in his place, but it was too late to reprint ballots. The Democrats ? sensing their unknown Tim Mahoney had a chance ? refused to even let counties post signs at polling places that said: "Votes for Mark Foley will count as votes for Joe Negron."

Still, Negron almost beat Mahoney, who was to serve only one term before a hush-money mistress scandal led to his defeat. In France, they'd call that, "But of course?"

Take the 1984-86 cycle, for instance. Everybody knew Attorney General Jim Smith and Insurance Commissioner Bill Gunter would slug it out in the Democratic primary to succeed Gov. Bob Graham, himself somewhat of an oddball, but a good one. So both Gunter and Smith dropped out. Smith dropped back in again as running mate to Senate President Harry Johnston, but a few weeks later, their "dream ticket" blew up and they wound up running against each other.

Another candidate for governor, state Sen. Frank Mann, rode a horse all the way from Fort Myers to the Capitol to kick off his campaign. He wound up going for lieutenant governor with little-known Rep. Steve Pajcic, who beat both Smith and Johnston for the nomination ? and lost to Tampa Mayor Bob Martinez, a former Democrat who changed parties.

Martinez was the last of a Republican archetype in statewide races. It used to be that the GOP could win statewide races only if the Democrats slashed their nominees' Achilles tendons in vicious primary races. Gov. Claude Kirk (1966), Sen. Ed Gurney (1968), Sen. Paula Hawkins (1980) and Martinez all won when Democrats couldn't reunite after bitterly divisive runoff primaries.

In 1994, Jeb Bush won a four-way race for the Republican nomination for governor and had a united Republican Party behind him in the year of the "Gingrich Revolution." Bush also had the advantage of a famous name, boatloads of money and a fresh, young squad of private sector-minded acolytes around him.

With everything going for him, Bush lost to Gov. Lawton Chiles, who'd started his political career in the 1950s. Days before the election, Chiles predicted in a televised debate, "The he coon walks just before the light of day."

That saying has puzzled political observers for 18 years. I think Chiles was saying, "This is Florida."

China, U.S. divided over Syria, sea dispute, but vow goodwill

BEIJING (Reuters) - China and the United States were divided on Wednesday over how to end the bloodshed in Syria and defuse tension in the South China Sea and other global troublespots, but stressed hope for steady ties as they navigate political transitions at home.

U.S. Secretary of State Hillary Clinton and Chinese Foreign Minister Yang Jiechi vowed goodwill after talks which had been preceded by criticism from Beijing of Clinton's calls for a multilateral solution to the territorial disputes in the South and East China Seas.

Clinton told reporters that such disagreements did not have to hobble cooperation.

"I'm very proud of the strength and resilience that we have built into our relationship," she said after talks with Yang in the cavernous Great Hall of the People in Beijing.

"It makes it possible for us to talk about anything, and to find ways to tackle issues frankly and forthrightly," Clinton said, adding that the two sides would not see eye-to-eye on all the issues that are part of their vast relationship.

Yang also cast relations in a positive light, saying both sides could work together as long as "mutual respect for each other's core interests and major concerns" continues.

"History and facts have repeatedly proven that China and the United States have interwoven interests," said Yang.

The remarks underscored efforts by both sides to contain quarrels, especially as they focus on domestic politics. China's Communist Party is preoccupied with a once-in-a-decade leadership over coming months, while U.S. President Barack Obama is focused on a re-election fight culminating in November.

U.S. officials canceled an evening press briefing shortly after Chinese state media said a Chinese official who fled to a U.S. consulate in China in February had been charged with defection and taking bribes.

Wang Lijun had been the former police chief in the city of Chongqing when China's biggest political uproar in decades felled then Party Secretary of the city, Bo Xilai, after his wife was connected with the murder of a British citizen.

Clinton praised China for helping to apply pressure on Iran over its nuclear activities, and Yang sounded a moderating note on Syria by balancing opposition to outside intervention with support for a "political transition".

"China is willing to maintain and strengthen dialogue, communication and coordination with the U.S.," Chinese President Hu Jintao told Clinton, according to the Chinese Foreign Ministry's website.

"Maintaining stable development of Sino-U.S. economic and trade ties has an important impact on the two countries, as well as the revival and growth of the world economy."

Neither side gave ground on the South China Sea disputes, which have emerged as a persistent irritant.

China's claims over much of the South China Sea, including the Spratly and Paracel islands, have put it at loggerheads with Vietnam, the Philippines and other Southeast Asian nations. A similar dispute has set China against Japan in the East China Sea.

China has been especially irked by the U.S.-backed proposals for a multilateral approach to resolving such disputes, preferring to negotiate separately with each of the far less powerful Asian claimants.

A U.S. official told travelling reporters Vice President Xi Jinping, who is overwhelmingly likely to succeed Hu as president, had to cancel his meeting with Clinton.

Xi canceled an earlier meeting with Singapore's prime minister, a sign his absence was not a snub at Clinton.

"We hope people will not make unnecessary speculation," Yang said of Xi's absence.

"FISHING FOR ADVANTAGE"

The overseas edition of state mouthpiece the People's Daily laid out China's concerns ahead of Clinton's meetings, suggesting the United States was seeking to gain leverage from China's tensions with Japan and Southeast Asian countries.

"The United States' recent conduct concerning the Diaoyu islands and South China Sea issues cannot but create the suspicion that it is attempting to sow discord in order to fish for advantage," said a front-page commentary in the paper, which broadly reflects official thinking.

China and Japan have rival claims to the uninhabited Diaoyu islands -- called Senkaku in Japan -- and surrounding fishing areas and potentially rich gas deposits.

"Regarding the South China Sea, the position of the Chinese government has been consistent and clear cut. China has sovereignty over the islands in the South China Sea and their adjacent waters," Yang, the foreign minister, told reporters.

"Nowhere else do China and the United States share more converging interests and interact more frequently than in the Asia-Pacific region," he said.

Clinton repeated that the United States took no position on the contending claims but wanted China and Southeast Asian states to agree on a code of conduct to avoid flare-ups.

The Obama administration also wants greater Chinese cooperation on other international problems, including reining in the North Korean and Iranian nuclear programs and finding a solution to the Syria crisis.

China backs a "political transition" in Syria to end worsening bloodshed after 18 months of unrest, Foreign Minister Yang said while repeating Beijing's opposition to forceful foreign intervention in the crisis.

Clinton said it was "no secret" the U.S. government was disappointed by the positions of China and Russia on Syria, and she reiterated that the best course of action remained tough U.N. Security Council action.

Yang also said his government opposed the efforts of any country, including Iran, to develop nuclear weapons. Tehran denies having such ambitions.

"We believe the parties should continue to exercise calm and remain committed to diplomatic negotiations," said Yang.

Washington has been turning up pressure on Tehran by expanding unilateral sanctions, an approach that Beijing opposes. But Clinton suggested the Chinese government had given some concessions on its energy and trade flows with Iran.

She praised efforts with China and other permanent members of the U.N. Security Council, which she said had brought "unprecedented pressure" on Tehran.

The Pavilion Downtown Dubai is delighted to present UBIK?s interactive installation With A Little Help From My Friends. Inspired by the nature of relationships in Dubai, UBIK draws parallels by inviting the audience to interact with a collection of RC cars and colored sand, giving way to anarchic patterns, which ultimately reflect the relationships we build and leave behind.

With A Little Help From My Friends is an interactive installation that takes the concept of team-building as a departure point to explore shades of friendship in the city. The installation comprises of an assorted collection of RC cars and colored sand. A heat map inspires the aesthetics of the installation, and the movement of the RC cars in the space replicates it.

Employing performative elements, the gallery space houses piles of colored sand and remote controlled RC cars that the visitor is invited to interact with. Progression in time and the visitor?s involvement playing a key role in the installation?s culmination, a trace of the cars? movement in the space is then visible through the transformation of the colored sand piles, creating various formations and patterns on the gallery floor, readapting the space into a different variation each day.

UBIK, A Study for With a Little Help From My Friends, 2012

This is the nature of friendships in a transient culture such as Dubai?s ? tangible, yet ephemeral. The artist draws parallels between the dynamics of interacting with the cars in the space, and human relationships: the sand pattern becomes more chaotic when a group of people are playing together for example, with the resulting pattern resembling the lasting impression we all aim to leave behind when making new friends. With a Little Help From My Friends questions the authenticity of friendships in Dubai culture, the level of commitment we share with our friends, and lengths we go through to be socially accepted, or become part of a particular group. By forcing the audience to engage in a collective manner, the work lays the groundwork for strangers to become potential friends while pondering what friendship means to them.

UBIK is an artist based in Dubai, UAE. His works experiments with a variety of mediums, without restriction to a specific genre. The core of UBIK?s works revolves around appropriation and manipulation of text and images, and the exploration / exploitation of everyday situations. UBIK crafts his work to be conceptual. Not in the form of technicality but rather its reactionary possibilities. The process of the work is to urge and provoke the viewer to self-reflect.
